ACCMA will be hosting a virtual town hall - open to all ACCMA members - examining the impact of H.R. 1, with a particular focus on changes affecting Medi-Cal enrollees with unsatisfactory immigration status (UIS). The CEOs of Alameda Alliance for Health and Contra Costa Health Plan will discuss Medi-Cal enrollment changes already taking effect in 2026, what physicians should expect in 2027, and the implications for patients, physicians, and medical practices.

Matthew Woodruff is Chief Executive Officer of Alameda Alliance for Health, where he oversees health plan operations and works to ensure members receive timely access to high-quality care. He previously served as Chief Operations Officer for eight years. A recipient of the Department of Health and Human Services Distinguished Service Award, he holds degrees in psychology and religious studies from Saint Mary's College of California.

Irene Lo, MD, FACS, is Chief Executive Officer of Contra Costa Health Plan, where she leads the plan's work to provide accessible, high-quality, patient-centered care. She joined CCHP as Chief Medical Officer in 2023 before assuming the CEO role. A general surgeon with expertise in advanced minimally invasive and bariatric surgery, Dr. Lo has also held physician leadership roles at Epic Care and served as president of the Alameda-Contra Costa Medical Association.
